DDR3 on a GA-EP43-UD3L

Is this possible? DDR3 is cheaper and better too. If not, can someone explain to me what the 15 in 5-5-5-15 latencies is and whether or not it's worth lowering? I lowered it down to 12 and then my mouse took a minute to respond when I rebooted, but this happened before, so I'm not sure if this was cause and effect.
 
You can't fit DDR3 into a DDR2 RAM Slot because they are different standards.

If you compare the images the notch is more offset from the centre in the DDR3 RAM, so it's impossible to actually slot it into a DDR2 slot.
 
Does anyone know if there's a difference between 4-4-4-12 800mhz ram and 5-5-5-15 1066mhz ram than? If you were to overclock them, would it even matter? And for instance, if you had 5-4-4-12 800mhz ram at 1.8v and 5-5-5-15 1066mhz ram at 2.1v, would the first ram be just as good since you can overvolt it or is it really bad to do that?
