Cs go fps problem :( help asap !!!

I was playing with the vsync on in the NVIDIA CP and than i turned off and now i have problems again , i cannot go more than ~40 FPS in game, at the start of the round i have ~60 but than it drops to ~40 even if in the main menu there is ~100 FPS and on loading screen there is ~200 FPS , vsync also turned off in CSGO. I play on High Graphics and also tried with low graphics but the same problem.

PSU: be quiet! Straight Power E10 700W CM
Graphics Cad : Asus Strix GTX 960 DCII OC 2G
Motherboard : ASUS P5G41T M LX
CPU : Intel Pentium Dual Core E5700 @ 3.0 Ghz (2 cpus)
RAM : Kingston 1333Mhz 6G(2+4)
Monitor : Samsung SyncMaster 720N

check your console command fps_max, either set to 0 or double refresh rate. make sure your nvidia settings are set to max performance

CS:GO relies heavily on CPU and ram configuration. With your setup, I'd be surprised if you could actually get 60fps. The card is overkill for you, your ram, if I understand correctly, is configured as 2GB and 4GB, which is counterproductive as it prevents dual-channel from working, and CPU is old. To at least get you 100fps you should get two matching ram modules and try to find used E8400, but given all the hassle you will have with this I would strongly recommend getting a new mobo + cpu entirely. Have a look at G3258, that CPU is more than enough for CS:GO.
 
As J0s3e said above CSGO does rely on your CPU at lot. Just for example, i had 2x 760SLI and temporarily changed to a 750TI and there was no FPS difference. You can do quite a bit to optimise csgo using launch prams and your in game CFG.

-high -threads 2 mat_queue_mode 2

You can try the prams above and see if they help. Also unparking your CPU cores can help a lot in CSGO.
