Circumvent the silicon lottery?

Since I am getting sick of my bad luck with processors I was wondering whether there are stores that sell processors (i7 4770k) that are tested on overclockability. I bought two 4770K's that went no further than 4.2GHz on water, but I was able to return them and got a full refund. Since that probably wont work a second time I was wondering if I could buy a chip that would reach the highter numbers by paying a little extra.

I live in the Netherlands so the shop has to ship to my country.

There are some people who speedbin CPUs, i suppose you will find some on ebay.
 
I remember that when the 4770k was launched Aria was selling speed binned CPU's, I'm not sure if they still do though. it could be worth an ask, or Overclockers as they have a collaboration with 8Pack
 
Id learn a bit more about overclocking if I were you.

Id put money on its your abilities that need work rather than a new CPU.....

I wish that was true. This is the seventh system I am overclocking so my skill isn't something I am worrying about. And if you doubt my knowledge: I am 1.5 years away from a master's degree Electrical Engineering (Micro Electronics track).

Since I wont be using any serious workloads on this machine anytime soon I'll just wait for Devils Canyon to come out. I have an i3 that is still in the box, so I can use that one for now.

I tried, but 8pack keeps the better overclocking chips for the high end systems. He isn't selling those without an entire machine around it.

The binned chips at Aria are discontinued.
