i live in uk, and i'm gonna be building a new rig for the up comming i7-4790k which i'm anticipating....
i'm happy because it's gonna overclock better, and i can do faster renders

i am going to watercool the card, so it needs to have a compatible block, and i'm talking about the total cost (i mean card + waterblock)

so far, the cheapest i've seen is :
PALit geforce GTX 780ti jetstream OC £479.99
http://www.novatech.co.uk/products/.../nvidiagtx780tiseries/ne5x78th10fb-1100j.html
and
zotac 780ti
http://www.scan.co.uk/products/3gb-...ddr5-gpu-941mhz-boost-1006mhz-cores-2880-dp-d

are they reliable? and do they overclock well? if not, should i go for the windforce then?

For starters it doesnt matter on the brand youll always end up playing the silicone lottery.

Windforce isnt ref pcb so you cant watercool that. Palit Jetstream isnt ref either.

Sadly fella youve got a fair bit to learn.

Find the cheapest reference pcb/cooler card you can find. No point in paying for a fancy cooler if it will have a block on it.

Aye, don't buy a non-reference model if you're going to put a waterblock on it. Just look for deals on cheap reference PCBs as MaddenShadow said.

yeah, but the problem is the refrence cards are some reason super expensive
