Can you still flash the 6950 to a 6970?

i can see the TFIII cooler on that, but is the PCB reference? because i think it depends on that. Also you want to try to get the earliest (aka oldest) released ones because i think amd realised what they did and they fixed the newer cards. So its a gamble.

(i was interested in one a while ago and thats what i read about it (this info is not from personal experience), so i just ended up going with Nvidia

I think that as long as you've got the bios switch on a card you may as well have a go - at least you can't brick it...
 
You can get a tool to unlock the extra shaders without any problem. I've got a 2gb Asus 2 cu which I've unlocked, it does seem to affect your overclocking, I can hit 1ghz clock with 1408 shaders but limited to 980 with the shaders unlocked. Mine only has a single bios as well.

Have a look for wizard flasher.
