im going for my first build and i think im haveing a promble will AMD Phenom II X4 965 Black Edition bpttle neck a MSI R7950 Twin Frozr 3GD5/OC Radeon HD 7950. if i could get help it would be great
bottle necking

OC cpu phenomx4 is actually one of the better performing AMD cpu for gaming.
I would recommend you get a Nvidia graphics card though to take some pressure off the CPU.
As long as you can get in the 4ghz range you should be good to go just make sure you have a proper cooler..
btw are you thinking of buying the x4 or do you already have it? If so try saving another $100 and get a i5 2500k / 3570k
