The 1070 "requires" a 500w PSU. That is Nvidia's reccs, though they always over shoot it by 100w just so they don't have lawsuits on their hands.
The 1080 reccs are identical. 500W. In other words providing you are not a belmet you could safely use a 400w or less PSU and you would be more than safe.

That will pull a little bit more power, but certainly never another 100w. Well, maybe under extreme OC but most people with SFX rigs don't overclock and used locked CPUs too.
You would still be fine, even with a X99. Reason being? Asrock could not cram enough phases on there because it was ITX so overclocking is *extremely* limited and usually stock volts only. That board is pretty much a stock board only really.
