Australian Telco Has Lost The Plot

Australia's largest telco - Telstra, has hinted that the internet is about to undergo a change in structure...net neutrality. What is net neutrality about? It's the day of reckoning, when networks will have to charge the purveyors of the content. Essentially, you may have your QoS downgraded or restricted based upon what apps you are running. Have Telstra and other ISP's lost the plot? Feel free to voice an opinion here...

I don't have TV so I am so out of the loop when it comes to current news... And I don't get the paper either. I'll do a search when I get home and see what I can find on the news sites.

They are going to limit your bandwith according to your usage? And the more you use the lower the limit?

Damn idiots, firstly in the US there is a big debate going on, the Liberals are pushing for the telcos while the conservatives are fighting it. This is so dumb to me because I can create an SSH tunnel or a VPN and do whatever I want, the thing that makes the Internet so useful is the openness of it. Once again greed takes over people and they want to make more money and are going to end up losing money.
 
If i'm understanding this properly, would it be possible for one ISP to say 'we aren't doing it' and then get thousands and thousands of customers? or would it be enforced by law that all ISPs do it?
