The issue isn't 'not paying' for his fare, it's simply failure to produce the card on demand - to ensure it's not fraudulently being used whether pension concession or child fare or whatever. Depends on exactly how the cards were set up and what info they actually contain versus what's printed on them. They may simply be tokens (valid until a specific date for a trip or number of trips within a section) or may be monetary value that you pre-purchase. Still. Kind of lame to book him - unless he was being a bit of a knob about it when asked by the authorities.
