Well I mean it's there biggest project using this engine ever. Open world, more NPCs, etc. It's bound to have been CPU bound. Performance however shouldn't be this bad
That is true, it is the biggest game to use this engine, but being unable to stay above 60 on an 8-core processor is terribad, especially when the game appears to be making use of all of the CPU's cores/threads.
Here comes the conspiracy theories, "Intel needs this game to convince gamers to buy an i9-9900K!".

Origins was plagued by the same issues. Did they ever fix Origins?Or it may be a bug which is causing physics to be overly calculated. Like maybe some objects below the map are being processed or similar issues.

Since you say "..making use of all additional cores and threads", why then is there no difference between 8-core 16-thread, and 4-core 8-thread, on page 7?
This looks more like a (I can't believe I'm saying this) gpu bottleneck at 720p.
Any why isn't there any 1080ti, or 2080ti, or sli in the mix?
It seems this is more of a gpu problem than cpu. I'm not slating, exactly, just curious.
so is AC Odyssey a worthy purchase for PC?
The game is fun, just don't expect a perfect PC version. If you can live with performance dips in certain areas then you will be fine, especially if you have powerful hardware.
It's only those who expect a steady 60FPS in all areas that will have an issue. I've been playing it this weekend at 4K 30 on a GTX 1080 and a gamepad with what are basically customised Highish level settings.
Ubisoft took more than a little inspiration from The Witcher 3 when making Origins and Odyssey, so if you enjoyed the Witcher you will probably have a good time.
