iPPC's aren't excessively priced, they are just excessive quality. The 'sticker' on the motor is Aluminium and i'm not talking foil either.
The Vardar 'ER' isn't out yet but it will be available in all black and all white with a ridiculous PWM range of 500-2200RPM, Vardars have done extremely well in testing so far there is no reason to think that won't be exceptional. The design is so simple, it's difficult to find it offensive unless you just hate what fans look like.
..and yeah beQuiet! haven't developed the prettiest fan in the world but at least they have developed a truly isolated mounting unlike Corsairs attempt at vibration damping for show.
Anyway there are a hell of a lot of options, they were just three that came to mind with exceptional quality and the engineering to back up their performance claims. If you want a quiet rig just run them slower, it's definitely possible to get near silence. Pumps need far more development IMO.
