AMD vs Nvidia vsync implementation

I was under the impression that vsync should match your card's frame buffer to the refresh rate of your monitor. With an Nvidia card that seems to work. You have a 60Hz monitror, vsync caps you to 60fps, you have a 144Hz monitor, vsync caps you to 144fps (if your card can stay above that). I recently bought an RX480 and it seems that vsync caps you to 60fps no matter what your monitor is set to. Being new to AMD cards, am I doing something wrong?

Your understanding is correct. A couple of things to test.
Make sure the game doesn't have a video setting to cap it at 60.
Make sure your monitor is running at 144Hz when the game is full screen.
Check AMD driver settings for any thing related to frame buffering/syncing.

Have you got the FPS limiter on in the AMD control panel ?

SPS was right. After changing my card I didn't reconfigure my monitor to 144Hz. So now in bioshock2 or TF2 for example, if I turn vsync on it caps it to 144Hz. Odd thing is that in Doom/Vulkan vsync still caps at 60Fps.
@Dicehunter
If your talking about Frame Rate Target Control then no, it's off atm.

Doesn't DOOM have a built in frame cap somewhere that you can change in options? I don't have it installed here to check

Thing is Doom/OpenGL works as intended. I believe this is a Vulkan thing. If someone has an Nvidia10XX/120+ monitor and Doom and could do some testing?

*EDIT*
Never mind. From the Doom Vulkan FAQ:
"Does DOOM automatically have uncapped framerate when running on Vulkan?
To enable uncapped framerate, Vertical Sync needs to be disabled via the in-game (Video settings) options."
