Kinda reminds me of the 5700 vs the 5700XT.

An explanation for why the specs seem so similar is something I heard from someone else, that maybe the 9070 will be the same core as the 9070XT but be a dual-fan design (lower TDP and clocks like the listing shows) while the XT variant will be a triple-fan design and have higher clock speeds and TDP. Could mean the 9070 ends up being better value if you overclock.
