AMD Overdrive vs. BIOS

I've been using AMD OverDrive to OC my Phenom II X4 (3.2 -> 3.9). Which is better? Are settings interchangeable? If they are interchangeable, I'd do it through BIOS instead, and create profiles for stock speed and a moderate OC (~3.6GHz). I know that I can't change the HT or CPU NB (integrated memory controller, but you probably knew that) multipliers, so I did that in BIOS.
 
I got to 4GHz ( @ 1.45V) in AMD OverDrive. Is it possible to go into BIOS and set the multiplier to 20 like it is in Overdrive?

But will I be able to get into Windows? I got 4GHz with 1.4625V in AOD, but I think it may take a little more to get into Windows (had PSU problems, asked around, told my PSU was crapping out, ordered one, new PSU should be here in a few days). IDK for sure though.
 
Bios is the way forward lol, I have a friend who only uses AOD and I don't understand why... but I suppose some people feel at ease doing it within windows.

Maybe the blue screen scares them ? lol I dunno

I think it's the scary CMOS beeping. lol. Personally, I use it to OC quickly, without going through the process of restarting my PC, entering BIOS, then changing the multipliers (CPU, NB, RAM, etc). The CPU NB can only be changed within BIOS, same with the BCLK.
