Friend of mine wants a 5800X3D but sadly the only place he can get them is from either scalpers or stores that have massively marked them up. AMD putting these back into production at a decent price would be a very good move.

If they have to fight for fab production space that's already in place they won't do it. If there is space for them it would take more than a few months for stock to be at any decent level.
Also consider nobody is making AM4 motherboards, meaning the target market is quite small relying on existing users to buy them, which risks oversupply and nowhere to store them.
