AMD 965 stuck at 3.7ghz?

Hi.

Had my phenom clocked to 4.0ghz for a while, shown by AMD Overdrive to be that, yet windows only displays it being 3.7? :S

In the BIOS it says:

Socket0: AMD Phenom II X4 965 Processor Quad Core Running at 4040mhz 1400mV

Max Speed: 3700MHZ Intended Speed: 3700mhz

Why's it limiting me to this? or is it actually running faster?

I have put it up to 4.2ghz before, and im sure then it displayed that in windows?

Have I left some limiting setting on in the BIOS or something?

what mobo and ram are you using?

EDIT: the pro version of your card, which you are using, is a nightmare for overclocking. the EVO is better.

have you tried turning off Turbo Boost?
 
CPU-Z does register it correctly at 4009mhz. Just windows doesnt for some reason?

RAM is a combination, not good i know, but same mhz and timings, Kingston hyperX genesis, and Ballistix sport, both rated at 1600mhz, but obviously conform to phenom speeds. The motherboard is an ASUS M5A97 Pro.
