A 1000W might have a fan, but you are no where near pushing the limits so it will never spin up. This 700W fanless will probably be a 700W sold at a premium, which means I would rather bump a little extra cash for a comfortable 1000W or more.

Aye, I understand that but one thing I forgot to mention is that I'm going ITX with my next system so even though it can fit an ATX PSU, I'm heavily limited on the depth of it, and I know some 1kW units can be quite chunky haha.
