It's probably not the R&D. Well, it sort of is because of the research. IE, getting someone to set up machining etc and then being happy with the quality. Noctua are very fussy about quality, so I suppose it's a balancing act of getting something you are happy with at the right price etc.
Most companies would just rush it I suppose. Then worry about the quality later (see also TT).

You are correct. Due to the material used in this fan is a new one that Noctua innovated, making it black changed it’s characteristics in some way and hence took longer to produce a black version.
It is not just R&D, although Noctua is very obsessed about quality, they need to produce and stockpile millions, upon millions of them. That takes time. Probably 100k or more will be bought just by OC3D members in the first 24h.
