AMD's Zen 2 architecture reportedly offers a +13% IPC boost over Zen+

Might be time to upgrade the 1800X then. If they can do a little more boost tweaking on top of the IPC boost, it could be a spectacular upgrade.

This is exactly what happend in reverse, Intel released the i series and amd never caught up, until recently I remember bulldozer being marketed as a massive leap in performance and the figures being vastly different from reality, can't think of anything recently that has reminded me of that lol
 
The difference there is architecturaly Bulldozer was a massive leap. The issue with Bulldozer is that no developer had a reason to target, optimise for, and properly utilise its unique architecture approach.

Many applications would see 20%+ IPC gains on Bulldozer chips just from changing a few compiler flags alone, but of course most Windows software is released as binary files and naturally these binaries are generally compiled with Intel compilers & optimisations.

Zen is a solid improvement over Bulldozer ofc but a good chunk of Zen's gain in gaming and the like comes from that fact its architecture is fairly traditional for an x86 design with far fewer quirks.
