AMD releases RX 580 SKU with 2048 Stream Processors

This GPU has 256 fewer cores than a standard RX 580.

that seems like a rather pointless card to release.

Yea Nvidia has 5GB version of 1060 that is sold in bulk, and in China. I wouldn't blame AMD for wanting that piece of cake.
