All future Dragon Age: Inquisition DLC won't come to last-gen consoles, but thankfully you can export your save games for use on next generation consoles.

I'm guessing they really didn't sell well on X360/PS3, hence the announcement. It probably isn't worth the effort porting the DLC over at this point. I also get the impression that a lot of people don't ever buy DLC, unless it's something extraordinary to write home about.
