Win 10 updates pending but can't force install - screen grab included

My Win 10 is finding updates just fine, but it won't auto-install and I can't force it to install them. Below is what I see in the update section of Settings.

I click on the "download" button and nothing happens, and Windows won't install the Pending updates on restart. I've enabled auto-updates in Policy Settings and allowed download over a metered connection but I can't get the Pending updates to install - anybody have any ideas?

I set it that way via the registry when I first installed it to stop it doing automatic updates without my consent. It has never interfered with updates until now.

Reset your registry back to default and use WUB to block updates, when you need to update just open WUB and re-enable updates : https://www.sordum.org/9470/windows-...-blocker-v1-2/
