From what I have read so far the memory improvements are on the CPU itself with the improved mem controller, in that very video he is able to dial in the exact same settings on both the X4 and X3 chipsets.
Kinda what I expected. X470 is really only supposed to have some better power delivery bits so there shouldn't be any real performance difference.
This video kinda reaffirms my notion of keeping my 1600X. I got lucky and got one that runs solid 24/7 at 4 gig, runs really cool and barely needed any voltage tweaking to get there. For a 3% gain, I don't think it's worth $250 to get a 2600X especially since all I do is game....and porn or course.
Apparently on X470 if you have a 2700x (note only the X) then you don't even need to OC as it will PB to 4100mhz on all cores without you doing anything. I am not 100% concrete that PB2 is not on 370 so you would have to basically OC it yourself. Which means that you would probably be better off buying the 2700 (if it comes out).
