I don't know much about app development, but I don't see Apple not wanting some of that subscription revenue, especially when they have been so strict on xCloud and Geforce Now.

While Apple doesn't like the term anymore, despite creating it, apps that are Progressive Web Apps(PWA) have many limitations on IOS compared to a native application. So while it's true you can circumvent the App Store revenue cut it's likely most apps probably wouldn't be able to fit within the requirements. I'm also pretty sure Apple changed it to recently only being allowed to use a PWA through Safari. Not sure though.
