Unlike what your Product Family Compatibility says, it seems that Vega APUs aren't supported by this driver. At least, the release notes don't mention them, and AMD's site directs to 18.5.1 when downloading APU drivers.

Apparently, APU's will only be supported in the 3 monthly WHQL driver releases and not the interim releases. Source.

I'll boot up the APU system and check for 100% confirmation. I will then edit the article if needed.

Update - The driver update doesn't install correctly on APU powered systems. It acts as if it was installed, but the system will still say it has 18.5.1 (which is what I updated from).
