So is this an extra 13% or 3% more than before for a total of 13%?

Who cares? It's not like any browser related latency is any significant, "13% faster is like coming from 1ms down to 0.87ms, you can't even tell the difference... Just keep using your browser of preference, and if you really must, pay for a high speed fiber internet connection, that's the way to go for faster browsing or gaming, or run a DNS benchmark and choose a faster DNS.

There was a time when browsers took a noticeable amount of your time although still very insignificant, but that time is no more.

Its a 13% boost with its latest new Edge beta, so it is a 13% improvement over new Edge. So 10% +13% faster than old Edge.
