If you were going to build said system without the case and loop you'd be looking at around £1600 give or take.. So I don't know, it's up to you.

Have you ever had a water cooling loop before? You know the maintenance involved? You'll have to spend money on it. Whether it's to replace some tubings or coolant? Really just up to you

Decent coolant as in the non fancy rubbish lasts ages. Think about an AIO, maintenance free some with 5yr warranty.

Mine have been running since last fall and I've not had to touch either.

Still have to take care of it. And this is assuming the guy who built the loop did it right and flushed everything out and made sure everything was cleand and good to go before putting it together.
