My experience with plasti-dip is this: It is not good for putting on things that get hot or need to be cooled. It dries to a very rubber like consistency and definitely does not allow for adequate cooling. I would honestly just use an enamel based paint. Nothing in your pc will get hot enough to bubble it and it goes on thin enough not to effect cooling much, IMO.
