That is normal. It is silicone-glue and it is there to keep the components from bending and shorting out. It's also used to minimise coil vibration, aka, coil whine. I haven't taken apart a psu that hasn't had that stuff in it. For reference, if a capacitor leaks:

1. What comes out isn't pure white
2. They don't leak anywhere near as much as that
