It's worth remembering the "Negative Latency" tech isn't actually in use yet and would only apply to online multiplayer games (And comes from essentially calculating out the latency of the online server by buffering everything, would require changes to games online code). Dumb name for that concept but seems fairly sound tech wise, almost certainly will be equivalents in other services that also involve MP hosting like XCloud.
