Anyone know what is causing this to happen? I have updated all the drivers ect but it wont go away. Also when looking into a light the screen will start flashing very quickly

Hi I am wanting to build a gaming computer for about £500 I don’t mind if its amd or intel. I'm just looking for the best overall performance. I would like to overclock but not with watercooling at the moment just air cooling. I already have a windows 7 setup disk. Thanks
