It will be interesting to see if they are doing this in order to compete with the T1 GPU vendors, or just enough to benefit their CPU development. Seeing AMD increase their market share up towards 30% these past years must have made an impact.

Unfortunately AMD is following in their footsteps, the expansion to FSR4 with improved features, will not apply to all FS3 supported cards (as of now). Although understandable, it's a shame IMO.
