High Load/Low Frequency

Hello Guys,
after a few months of trouble free PC usage, I finally ran into a new problem.
As you may have seen in my recent post, I recently installed Windows 8.1 64-bit. Now there are technically two problems, but i think they are closely related.
On one hand, my CPU goes up to 80% to 100% usage when I watch videos on say twitch or youtube. (Hardware Acceleration is disabled and the HD4600 is also disabled in the BIOS)
On the other hand the clock speed stays at 800MHz even under 100% load.
To see if this is the case under every application, I ran OCCT and got a clean 4300MHz (my 24/7 OC).
To see how well the CPU performs I ran a quick Cinebench and got a mere 760cb. A stock 4770K can do that! I noticed that it takes nearly 10 seconds for the clock speed to get from 800MHz to 4300MHz. So I started OCCT again, waited until the CPU was at 4.3GHz and then started Cinebench and stopped OCCT, resulting in 820cb. Not sure what to think of that score, but at least it is higher ^^

I realize I could decrease the time it takes to ramp up if I turned off C Stats, but even with C States to Auto, I don't think it should take that long.
Also, I have still no idea what to do about the video playback thing. When gaming, the CPU usage is about 30%.

Any ideas?

Might sound a silly question, but what hardware??

Mechanical hard drive, or SSD
What OS? Windows 7 / 8 / 8.1?

My guess is that your cpu is overheating and throttling. can you send put a screenshot on here of hwinfo during 10 minutes of prime95. What volts are you using? auto?

also did you take off the motherboard VRM heatsinks before ?
