HORRIBLE I7 4770K temps !!! HELP!

I have a big problem, I think that scan have send me broken CPU as my I7 4770K with stock cooler should get around 76 degrees (average), however mine gets over 115 degrees on stock volts !!!! I have bought be quiet ! Shadow Rock 2 and I get over 83 degrees on 1.15 volts. Those are the worst temps I have seen. I do not know what to do now, as I about K version of I7 but I cannot over clock as the temps are far far too high.

Scan also send me broken R9 290X twice (now I have GTX 780 and it is fine)

Does anyone have any idea what to do or what is the cause of this horrible problem?
 
How do you put the thermal paste? Also have you manually set the voltage?

Also, Scan do like to play tennis with gpus if you're unlucky it seems.
 
A friend of mine got the 4770k as well, the chip tends to Overvolt on it's own if you don't set it up on your bios... So yeah. It's not a broken chip

That is how you OC. You do not change the multiplier cause it changes it self

No its not, that is the old way for socket 1366, 1156 with cpu's that were locked. they turned off changing the blck in sandy bridge and after

You still overclock with multiplier, your multiplier is scaling because of speedstep so if when its under full load the selected multiplier in bios will activate and lower multiplier will activate if the cpu is not being utalised much. I suggest you turn off speedstep for overclocking

Update

I set BCLK on stock (100) and ratio on 40 so my CPU runs at 4Ghz with 1.150 V, however after couple of minutes in prime 95 my I7 4770K was running at 85 degrees !!!!
 
de-lidding time me thinks...

by the sound of it's one of 2 things
1: bad air flow in the case.
2: just a s**t cooler for overclocking.

i get 4.4 @ 1.150 and on a custom loop, and the little git get hot.

This was correct advise - Also as a new member please respect the others here. They are trying to help you and its not costing you anything.

BCLK should be left at 100 as suggested.

In the past I have forgotten to take the plastic off a CPU waterblock and don't mind admitting it as it is an easy mistake to make. I even made a thread about it on another forum and shedloads of people also admitted to doing similar things.

As to adjusting the BCLK on Haswell, it is not a good idea. All you will get is system instability and practically no gain at all.
 
Out of context a bit, but was the 4770k on a huge percentage sale? Because in Greece the price difference between the 4770k and the 4790k is just 20Euros. It's not worth buying the 4770k anymore
