A maximum air flow of 56.5 CFM at 1200 RPM from 16 removable blades... a nice piece of equipment from Cooler Master.

How do these compare to the Silverstone Air Penetrators? I couldn't care less about looks.

Well if you think about Noctua also has cfm values near that, but I've said it before and I shall say it again, static pressure, the ability for fans to push air through things such as heatsinks and radiators. Noctuas excel at this, and looking at this fan, I would think these will too.

So comparing the 1200RPM model with a Noctua NF-P12
Cooler Master | Noctua
RPM: 1200 | 1300
Airflow: 56.5CFM | 54.3CFM
Pressure: 0.91mmH20 | 1.68mmH20
Power: 2.3W | 1.08W
Noise: 21.1dB | 19.8dB
Price: $16 AUD | $29 AUD
So which would I choose? The Noctua slightly lower CFM, but significantly higher pressure, meaning when put in use with a radiator or heatsink, it's effective CFM will be higher. But considering it's price next to a Noctua, it is a reasonable choice. $16 AUD is roughly 10 pounds, so you can decide for yourself if you think it's worth it.
