'Course they're mainly talking about the bloated oem-esq builds and all that come with them.
I counted the seconds for my gaming pc the other day cos another thread was talking about boot up times. It took about 90s from selecting Restart on the Vista desktop until I could launch a game. This includes the AHCI bios check thing at the beginning.
With these little studies (and ofc u have to do ur own research here cos if u look into it, the people saying it's slower actually sell products that can speed up boot times
) it brings me back to a thread a while ago about games being slower than Vista.
