From Power Color site:

"Taipei, Taiwan – April 24, 2009–TUL Corporation, a leading manufacturer of AMD graphics cards, today announced a powerful addition to the PowerColor HD4890 series: PCS+ HD4890. PowerColor’s Professional Cooling System PLUS or PCS+, delivers the ultimate overclocking ability with GDDR5 onboard memory, 950MHz core speed and 1100MHz effective memory speed with memory data transmission rates up to 4.4Gbps, offering the power to tackle the most extreme 3D games" :HERE:

But more news is a watercooled version available from the factory. Always good for those concerned about chancing an RMA

Heres what Power Color had to say:

“PowerColor created the LCS line to meet the needs of the most extreme gamers. The most demanding gamers need a cooling solution that can keep up with their demands,” said Ted Chen, CEO of TUL Corporation. “We know not all enthusiast gamers are created the same. That’s why our LCS line is the most flexible VGA liquid cooling solution on the market.”

this is exactly what I am looking for. Well I am only looking for an ATI 4890 with a non stock cooler becase that stock cooler seems to be very loud just like the HD 4870 that I had for 3 weeks.

Im getting away from watercooling and returning to air cooling. Watercooling is just too expensive and time consuming.
