If you need 2 3.5" drives you could get a Morex Venus 668/669, but its not an 80+ PSU and it it may need some small mods to be silent.
Available at mini-itx store, review on epiacenter
Or else you could try the Aplus Cupid-3 case
Available on Scan, review on Tweaktown
I've heard the PSU is quiet but not 80+
Silverstone SG05 is nice but only 1x3.5" as you say, it might be possible to suspend a second drive though using something like stretchmagic (not much space)
Sorry couldn't add links, not enough posts yet

I believe FSP make SFF 80+ PSUs so do Seasonic but they may be tougher to find, but by then you would have spent £100+ on the case and extra PSU.
I personally like the look of the Cupid and would go for that if I needed 2x3.5" HDDs, otherwise I'd spend some extra cash and get the Silverstone as its got 80+, a 120mm fan, excellent cooling and looks nice. From a review I read the SG05 kept a Dual Core setup + GPU cooler than a similar m-ATX setup in the SG01 due to the extra vent holes!
