I'd advise that you run OCCT at stock to begin with and see what your temp are like. The cooler you've fitted isn't the best for overclocking so run at stock to see how much headroom you have :)

Yea to be honest most parts lose some of their usefulness after 3 or 4 years. You end up needing more space or want more performance. I tend to feel that only the PSU is worth keeping for many years...

Works for me. CPU heatsinks are easy to do assuming that you are periodically cleaning them and removing to replace the TIM. GPUs are usually easy as long as it's not a reference cooler.

You might as well ignore vdroop on Haswell and DC. It's not something you need to worry about and neither is the LLC since the voltage regulator is now on die and sits between the BIOS and the cores....
